Evaluation Capacity Building for Regional Grant-Making Office

Client:   Ford Foundation, Cairo Field Office
Dates:   May 2009 – November 2011

During this 30-month consultancy, I am working to build an evaluation system tailored to Ford’s grant-making strategy and to the priorities of the Foundation’s grantees; With my help, grantees are better able to define grant outcomes, draft proposals, design M&E plans, measure outcomes and apply learning to their work; Foundation staff are better able to link grant outcomes to initiative strategies, and to facilitate M&E throughout the grant cycle; As evaluation capacity grows, the Foundation will be able to use evaluation to inform its strategies for systems level change across the sectors in which it works

Recruitment of Senior M&E Staff

Client:   Plan Egypt
Dates:   May – July 2010

Supported human resources staff in recruitment of qualified candidate for the senior country office position; Performed assessment of applicants’ technical competencies

Prototype of Monitoring and Evaluation (PME) System

Client:   YWCA Palestine
Date:    December 2008 – January 2009

Conducted a thorough assessment of the client’s M&E capacity; Drafted a preliminary design for a PME system to track performance against strategic goals and program objectives;  Proposed design focused on increasing learning from the field, informing management decision-making, and improving accountability to constituents; Project deliverables included a report suitable for fundraising and a hands-on workshop training staff in basic M&E practices

Global Gender Mainstreaming Baseline Assessment

Client:  World Health Organization (WHO)
Date:    April – October 2008

Contributed to global initiative to assess the extent to which WHO managers and staff incorporate gender analysis into all WHO operations; Assisted in design of data collection and analysis tools to ensure accurate and consistent findings across all regions; Created high-quality reports and presentations to document the research findings for the Europe and eastern Mediterranean regional offices

Sexual and Gender Based Violence Project Evaluation

Client:   CARE Zambia
Date:    January – February 2008

Served as Team Leader for evaluation; Created high-quality evaluation report and presentations to project stakeholders documenting evaluation findings, conclusions, and recommendations; Evaluation findings contributed to new project design for the client

Women’s Empowerment Impact Assessment Regional Initiative

Client:   CARE Middle East Regional Management Unit
Date:    Oct 2006 – May 2008

Conducted rigorous research on impact of CARE programs on women’s empowerment in Egypt, West Bank/Gaza and Yemen; Identified key dimensions and pilot indicators of women’s empowerment across the region; Staff in Egypt, West Bank/Gaza and Yemen demonstrate increased capacity for evaluation and evidence-based program management
